All land in the city of Panama City is zoned for types of residential, mixed use, general commercial, light industrial, heavy industrial, public institutional or recreational uses.

The Comprehensive Plan, adopted by the City Commission in June, 2000, specifies the purpose for which land in each zoning category may be used.
