In 1987 the City of Panama City adopted an "Interlocal Building Codes Enforcement Agreement". This agreement provides that the Bay County Building Department will issue residential building permits and will inspect all residential building construction within the City. If you would like to build a home in the City, a building permit must be obtained from Bay County Builders Services located at 640 Mulberry Avenue before you begin construction.
