Rodney Dobbins was selected as the City's Director of Human Resources and Safety in August, 2001. Prior to joining the City Dobbins held management positions with Industries Training Corporation and GT Com in St. Petersburg and Port St. Joe respectively. Prior to moving to Florida, Dobbins held Director level or Department Head positions with Comcast in Philadelphia and Time Warner in Cincinnati. He was also Executive Director for the Regional Minority Purchasing Council under the Greater Cincinnati Chamber of Commerce.

A graduate of Fisk University, Dobbins also attended Georgetown University Law Center while working for The Federal Judicial Center in Washington, D.C. as a Legal Intern.

As a Human Resources generalist, Dobbins has extensive experience in labor relations with both the NLRB and PERC. He is a certified labor relations professional with the Florida Public Employer Labor Relations Association. He is the Department Head for the City's Human Resources, Benefits, Risk Management, Safety, and Employee Relations functions. He is affiliated with both the National and Local Chapters of SHRM (Society for Human Resources Management).

He has a son serving in the USAF.
